Application for a

Note: This application has been modified for the Madison County
Sheriff's Office and may be printed, filled out and brought with you.
Residence
Supplement to Application
The following is a checklist of items that
the applicant must have to apply for the license:
ü
Must be a legal resident of the United
States.
ü
Must be
an
Ohio resident for 45 days
and a resident of Madison
County (or an adjacent county) for at least 30 days.
ü
Application filled out completely.
ü
Valid identification, drivers license,
state I.D. or passport.
ü
Certificate of Competency or Prior
Equivalent Documentation.
ü
Fee payment in cash, cashier's check or
money order in the
amount of $55.00.
ü
If not a resident of Ohio for 5 years, an
additional fee of $24.00
for a FBI Background Check.
In order for an Ohio resident to obtain a
concealed carry license, they must meet the following requirements in
accordance with Ohio Revised Code Section 2923.125(A):

At least 21 years of age
-
An Ohio resident at least 45 days and
a resident of the county of application (or an adjacent county) for
at least 30 days
-
Must have received a Certificate of
Competency, as specified in O.R.C. Section 2923.125 (B) (3) (a),
(b), (c), (e) or (f), within 3 years prior to date of application,
covering the training requirements as specified in O.R.C. Section
2923.125 (G) (1) and (G) (2)

Applicant is not disqualified pursuant
to criminal background check or mental incompetency check, as
specified in O.R.C. 2923.125 (D) (1) (d), (e), (f), (g), (h), (i) or
(j), or retired as a result of a mental disability. Also, the
applicant is not prohibited by O.R.C. 2923.13 Having Weapon While
Under Disability.

Must have a color photo taken within
30 days of application passport size 2"x2"

Attest that applicant has read
pamphlet provided by Ohio Peace Officers Training Commission as
specified, and also attest the handgun shall be carried for a lawful
purpose

Non-refundable fee of $55.00 at the
time of the application, unless retired law enforcement whereby the
fee is waived.

Training and Competency Certification:
Before you obtain a license to carry a
concealed handgun, you will need proof of your competency certification.
Competency can be established by providing any of the following:
A certificate of completion of a firearms
safety course that was offered by or under the auspices of the National
Rifle Association (NRA) containing certain minimum educational
requirements (See the section of this publication titled, “Minimum
Educational Requirements” for additional information about the specific
areas that must be covered in training.); or
A certificate of completion of a class
that was open to the public that used instructors approved by the
National Rifle Association or Ohio Peace Officer Training Commission (OPOTC),
or approved instructors of another state and was offered under the
authority of a law enforcement agency of Ohio or another state, a
college, or a firearms training school that contains the minimum
educational requirements; or
A certificate of completion of a state,
county, municipal, or Ohio Department of Natural Resources (ODNR) peace
officer training school that is approved by the executive director of
OPOTC which complies with the law’s training requirements and contains
the minimum educational requirements; or
A document that shows the applicant is an
active or reserve member of the armed forces, or was honorably
discharged within the past six years, or is a retired highway patrol
trooper, or is a retired peace officer or federal law enforcement
officer and who, through the position, acquired experience with handguns
or other firearms that was equivalent to the minimum educational
requirements; or
A certificate of completion of a class
not otherwise described in this publication that was conducted by an
instructor who was certified by an official or entity of Ohio, another
state, the United States government, or the NRA that complies with the
minimum educational requirements; or
An affidavit from a qualified instructor
that attests to the applicant’s completion of a course that satisfied
the minimum educational requirements.
License Renewals and
Competency Recertification:
Concealed handgun licenses issued prior to
March 14, 2007 expire after four years from the date of issue. Licenses
issued or renewed after that date expire five years after the date of
issuance or renewal.
A certification of competency expires six
years after the date of issuance. After the certificate expires, the law
requires a licensee to be recertified by a qualified instructor prior to
applying to renew a concealed handgun license.
The following example demonstrates the
relationship between competency certification and concealed handgun
licensing:
June
1, 2007:
Person A receives competency certification from a qualified instructor
after attending a concealed handgun class. This certification is valid
for six years.
July
1, 2007:
Person A is granted a license to carry a concealed handgun.
July
1, 2012:
Person A renews his or her license using the competency certification
received on June 1, 2007.
June
1, 2013:
Person A’s competency certification expires. Person A is NOT required to
take any action at this point. Person A’s concealed handgun license is
not affected by the expiration of this competency certification.
July
1, 2017:
Person A’s renewed concealed handgun license expires. Prior to applying
for a renewal, Person A is required to be recertified by a qualified
instructor. This recertification is good for six years.
The law does NOT require a licensee
seeking competency recertification to take a concealed handgun class
again. For additional information, see your local sheriff and consult
R.C. 2923.125(G)(3) and (4).
A licensee may apply for a renewal of a
concealed handgun license no earlier than 90 days prior to the
expiration of the license and no more than 30 days after the expiration
date.
Transporting in Motor
Vehicles:
The
transportation of loaded, concealed handguns in motor vehicles is
permitted, but strict obligations are imposed by the law to protect you
and law enforcement. These obligations apply to drivers and occupants.
These obligations do not apply if you are not transporting a loaded,
concealed handgun inside the vehicle.
You may not
have a loaded handgun in the vehicle if you are under the influence of
drugs or alcohol. You may not transport a loaded, concealed handgun in a
vehicle unless it is carried in one of the following ways:

The
loaded handgun is in a holster secured on the person. Ohio law
previously required carrying firearms in holsters in plain sight.
The “plain sight” provision has been removed from the law.

The
loaded handgun is in a closed case, bag, box, or other container
that is in plain sight and that has a lid, a cover, or a closing
mechanism with a zipper, snap, or buckle, which lid, cover, or
closing mechanism must be opened for a person to gain access to the
handgun, or
-
The
loaded handgun is securely encased by being stored in a closed,
locked glove compartment or in a case that is locked.
Motorcycles
fall under the definition of motor vehicles. Thus, the same requirements
apply to licensees who carry a handgun while on a motorcycle.
Identification Required:
You must carry another
piece of valid government identification in addition to the handgun
license.
